Hi,
This is certainly a permission error.
You should first make sure that 'user' and 'group' are set to apache username and group (usually www-data/www-data or apache/apache) in 'default_permissions' (in config.php).
If mobile folder exists on your server, please change owner and group to apache username and group. If mobile folder does not exist, then apache user has no permission to create it. You might have to create that folder manually and change owner and group to apache username and group.
I suggest you also make sure that apache user owns custom and cache folder, subfolders and files.
