#4694 - Installer failed installing prerequisites

Installer failed to install Microsoft SQL Compact Edition 4.0. I was able to work around that by downloading from MS and installing manually. Next it failed to install another file with this error message:

An error occurred downloading the following resource: http://go.microsoft.com/fwlink/?LinkID=153229&clcid=0x409
