#2303 - Have Primary Group work for default layouts
If a user is in a group that has no custom layouts and is the primary group while also in a different group that does have a custom layout then the other group layout shows instead of the default group. The expectation is that the primary group will take precedence even if it has no custom layout.

I'm not able to replicate this issue. It falls back to the default if the primary one doesn't exist.
